It's named 'Fire Dragon' because that's what the novel's about: fire. Their relationship does matter, but it's pretty far down the list of things happening, what with gangsters, rebels, arsonists, and conspirators making our hero's life dangerous as he pursues his career as a firefighter in an Oriental fantasy world where bucket brigades are the only thing they have to fight fire. I don't read Westerns then rate them badly because they aren't science fiction. Gee, guess what? It's not a romance! That would be same as rating it badly because it's not a mystery, not a vampire novel, or not-anything-else that it isn't.
